Stop Escalation Toward War with Venezuela
For the first time, the U.S. House of Representatives will vote this week on War Powers Resolutions to halt unauthorized hostilities against Venezuela. This is a critical moment to prevent a devastating and unnecessary war in our own hemisphere.

In the past months, the U.S. military has repeatedly carried out deadly strikes on ships in the Caribbean and eastern Pacific, justifying these actions as targeting drug trafficking. These operations have killed at least 95 people without due process or legal justification. The U.S. has also seized a Venezuelan oil tanker off the coast.
These actions occur alongside a sustained U.S. naval buildup in the southern Caribbean, threats to carry out strikes within Venezuela, and concerns that the U.S. military may violate international law and risk a larger conflict. In the face of this violence, Pope Leo has called for peace and Archbishop Broglio, head of the Archdiocese of the Military Services, has warned of the illegality and immorality of attacks on survivors
Congress Has the Constitutional Responsibility to Act
The Constitution clearly designates that Congress decides when the United States goes to war. The War Powers Resolution exists to stop unauthorized military actions. Two resolutions have been introduced in the House and will go to a vote this week:
- H. Con. Res. 61, sponsored by Rep. Gregory W. Meeks (D-NY), would require the president to withdraw U.S. forces from hostilities involving any presidentially designated terrorist organizations in the Western Hemisphere unless Congress authorizes military action.
- H. Con. Res. 64, sponsored by Rep. Jim McGovern (D-MA), would direct the president to remove U.S. forces from any conflict with or within Venezuela unless Congress authorizes the use of military force.
Both bills are essential to stop escalation and reasserting Congress’s constitutional authority.
